People First Transformation Enhanced

Development planning is important for many developing countries. To ensure that all development planning can be executed properly, the positive rate for the Malaysian society must be maintained. Meticulous planning that has been made by Malaysia has succeeded in bringing the country to a satisfactory level compared with other countries. Malaysia is a country that is developing rapidly and is known as one of the countries that have a high-performance economy. In addition, economic growth in East Asian countries such as Singapore, Malaysia, Thailand and the Philippines are very encouraging. Furthermore, as we know that in the early years of independence, India is an agricultural country and the country relies on agricultural exports. But economic growth at present and in the future will not only depend on agriculture alone but the government has implemented various programs and efforts to improve the economy so that the country can achieve a high income.
Starting from the year 2009 until the present time, various measures and efforts taken by the government to boost the economy and ensure that it reaches the national income. Various transformation programs that were undertaken to improve competitiveness and boost Malaysia as a developed and high income economy by 2020. The program is the Economic Transformation Program (ETP). There were 138 incentives worth RM205.2 billion were implemented by the government and can help generate a Gross National Income, which amounted to RM136.4 billion and has created employment opportunities for the unemployed 372.181.
 In addition, the Malaysian Transformation Program (GTP) is also one of the government's efforts to strengthen the national economy by the year 2020. There are three phases that have implemented the first phase from 2010 to 2012. The second phase from 2012 until 2015 while the third phase from 2015 until 2020. phase one is more focused on the steps to determine changes and deliver results quickly to the people through setting and achieving targets in the National Key result Areas (NKRA) for generating change through the implementation of the program development and service delivery to the people. The 2nd phase is the transformation of the government's views in depth with how to restructure the country's economy in order to expand the line and produce sectors with high added value. Phase 3 is to achieve Vision 2020 where people can enjoy a standard of living and greater prosperity. To ensure that all three phases can be implemented by the government will ensure that the six National Key Result Areas (NKRA) can be met, namely widening access to quality and affordable education, reducing crime, fighting corruption, improving the living standards of low-income people, improving infrastructure in rural and remote areas, improving public transport and improve the accountability of ministers and civil servants. By increasing the level of education of human resources in Malaysia this can help improve the education system, the source of skilled labor can be increased from 30 per cent to 60 per cent by 2020. In addition, through the GTP also the number of vocational schools, polytechnics and further studies will be added twice. Training and continuing education are able to generate additional income through invention and innovation technology.  In addition, the existing education system helps to increase the income of the country. The government will also expand quality education by targeting the 80 percent of children receive pre-school education by the year 2012.
Furthermore, the government has also implemented the 1Malaysia concept which aims to bring about change and great success on the national economy. Among the programs that have been implemented are the 1Malaysia People's Aid (BR1M), 1Malaysia Training Scheme (SL1M), 1Malaysia Food Safety Scheme (SK1M), 1Malaysia Privilege Card, Low-risk maternity center and Interactive-Tuition 1Malaysia Rakyat 1Malaysia (i-TR1M). 1Malaysia People's Aid is financial assistance given by the government to the people to ease their burden. This assistance has been implemented since 2012 and has benefited 75 per cent of all households. BR1M is divided into three categories where singles aged 21 years and above that did not have earnings will not be paid more than RM 2000 RM 400. While households earning less than RM 3000 and RM 1000 will be paid in households earning less than RM 3,000 to RM 4,000 will be paid RM 650. To further enhance the country's economy, the government has a program that executes SL1M. The aim is to improve the ability of graduates to find employment and to reduce unemployment among the youth. This program is the result of cooperation Government Linked Companies (GLCs) and the private sector to execute the Corporate Social Responsibility (CSR).
Safety Scheme 1Malaysia (SK1M) is one of the programs implemented by the government with the aim to ensure the 35,000 food manufacturers in the country to produce high quality products, safe and clean through strict implementation. It is one continuous incentive to ensure that all goods produced by the Small and Medium Industries (SMIs) quality before entering the market. There is a program in which the 1Malaysia Privilege Card cards are for military and police personnel who qualify for pushing obtain discounts of up to 25 percent. It is to increase the purchasing power by adding products and services needed by the people so that the cost or price of a product or service can be reduced. In addition, the government also provides facilities to women who are pregnant with Low Risk Maternity Center building 1Malaysia. The center has been open since 2012 and it offers a variety of services such as treatment, room, medicine, phototherapy and antenatal clinics and gynecological services. Incentive this is one of the government in providing quality health services at a reasonable price. Furthermore, civil servants can enjoy this service without charge. The next program is the program-Tuition Interactive Rakyat 1Malaysia (i-TR1M). I-TR1M is a program of after-school learning by providing free tuition to students from low-income families who will face the UPSR examinations, PT3 and SPM. With this program it can help students who are weak in important subjects such as Bahasa Melayu, English, science and so on. Through this program, online learning methods are introduced in addition to the students so that student learning and achievement can be monitored on the basis of the reports obtained through the system.
In addition, the government has also introduced a Goods and Services Tax (GST) which the GST replaced the Sales Tax and Service Tax (SST). The aim of the government to introduce the GST is to further improve the country and deal with the problems existing in the system of the Sales Tax and Service Tax. GST is a tax system that is more comprehensive, efficient, transparent and effective compared with the sales and service tax earlier. Furthermore, the government also decided to develop human capital for high-income economy by updating labor laws to ensure that current needs can be met. In addition, the system based on productivity studies was also carried out in which the employee will be compensated according to the amount of work done. Finally, the government also introduced a model of human development through continuous skills training in the civil servants in order to improve the quality of their work.
